Think back on her upbringing. Where was she before she started skating? Then think back to the very beginning when she met Inori. Also, look at her exchange with iruka. The pieces are there, but there are still unanswered questions like her necklace and if there's a deeper relation between her and Jun.
Also forgot to mention her exchange with Tsukasa which was very important. Just think about it.

Remind me again because I don't even really remember why she wants to be the best. She was like raised by wolves or something, then got adopted into a rich family, which is where Jun picks her up. But she also thinks of herself like a chameleon cynically blending in to maximize her odds of survival (although she apparently sucks at this and acted like a wild child in the Kamisaki household anyway). Then she idolizes Jun, who has an amazing achievement, but is otherwise kind of a disaffected antisocial loser. So Hikaru, who thinks herself as being this social chameleon who does everything optimally, wanted to follow in the exact footsteps of the dude that nobody likes, except now not really because her new obsession is more about being the light of Inori's life (and loins)? I feel like there are a lot of contradictions.

She's someone who considered herself inhuman in her ability to have no true social existence and saw herself as only putting others in the shadows. Now she realizes how important other people are to her and wants to be a light that shines on others, with Inori being the purest manifestation of her new view on life. Seems like a consistent character arc.
But did she like putting other people in the shadows? Did she get a kick out of being the big bad wolf? Because if you're hyper-attuned to social awareness and you're outshining everyone, wouldn't you want to sandbag instead of taking Rioh's teeny-tiny pathetic pea-sized ego and crushing them between your two fingers? I could understand it if it was a conflict about wanting to be the best and wanting to meet other people's expectations or something, but I don't really understand what motivates her in the first place, before Inori came along.
She wanted to surpass Jun before because she loved his skating, but it's clear she was bugged by and suppressed her guilt over crushing her enemies, which Jun clearly never felt. Hikaru said Inori's skating made her tremble, so feeling so intrigued by someone while her idol Jun was so dismissive of them started this chain of events (along with other things) that led to her changing her mindset on skating.
I guess the consistent thing is she's always been insanely competitive, whether it's surpassing Jun or motivating Inori so she can have an endless rivalry.
Thankfully the author is a woman so it's not creepy
