It's got enjoyable comedy and harrowing drama wrapped in a presentation that captivates everyone who enjoys it. The sound design and visuals are always in lock step with the tone of the story as it progresses and evolves, not to mention it's a product of an era where creatives could confidently demand that their audience engage with their show, a belief reliant only on a rock-solid confidence in what they were serving up.
Did they reuse footage for dedicated sequences and recap episodes for the sake of cutting costs? Yeah, no fucking shit they did, but so did nearly every show of the era that didn't abuse static shots or have a fuckton of money to splurge. It's a weakness of the medium, but they compensated for that weakness by framing those story beats in such a way that it resonated with there themes of the narrative they were trying to tell. If anyone is utilizing Utena as a source of inspiration, it's that genius and commitment that they should be admiring before anything else.

I don't see what this has to do with sports. There's a woman's league for a reason but it traditionally trails behind the men's league massively because of said differences. Which is why you can't just make a blanket statement 'aside from physical strength', physical differences are the determining factor in all athletics.
