Shonen stories are typically limited to a David vs Goliath framework outlined below.
This is a trade-off in the form of a zero-sum game though. On one hand you have the #1 drug of fiction called "tension". The more cornered, the more restricted, the further dragged into a certain framework someone is, the more tension there is. It delivers a lot of "will he or won't he" excitement while other matters are put onto the backburner in favor of that one issue. >Then on the other hand you have "agency", the more of it you have, the greater his freedom, his influence, and the attention gathered on him. A villain protagonist like Overlord would be unthinkable. A counterpoint would be Kira-but Kira is not allowed to *win*.
This is an extreme example, but moral protagonists, protagonists who want a slow life (Slime 300), etc. are allowed. This speaks to a great level of narrative freedom and protagonist agency.
Always was, it just shifted to something a bit different with the focus on conflict within soul society. Fundamentally though it's still an exorcist series, and it isn't weird for them to shift to other focuses as power levels rise.
One Piece is itself an internal example of this phenomenon. Originally aiming to create a Viking manga, Oda developed a Pirate manga in recognition that Vikings are really just Nordic Pirates, but then made most of them Gangsters because Pirates (and Marines apparently) are really just Naval Gangsters, but Gangsters are just Competitive Outlaws, and Outlaws are defined by the Establishment, and Establishments are determined through power struggles between opposing classes, cultures, races, and dreams, which is why One Piece developed into a millennia-spanning civilizational epic like Star Wars and Lord of the Rings.
