She sets up Urino to write a article about the fires that have been going. Urino does the investigation with the help of his smart friend and solves part of the puzzle of the fires and writes about it and gets recognition he wanted.But Osanai never cared about it and actually gets annoyed when he goes all happy happy to show her. After a while Osanai seems to have gotten what she wanted and break up with Urino by telling him on her own way that she was involved with the fires.

Urino don`t seen to get it and Osanai tell that he will eventually understand and that he should stop his investigation about the fires and that is the best if he don't do anything (telling that she knew about his plans of swapping his current article with another one). Somehow she picked that everything he does was based on what he did with his previous girlfriend, then he decides to take her to his home and she accepts, but during a conversation she founds out he was lying and confronts him.

This is not correct. They split up in the summer while being first years and in the 1st episode of S2 we already know that Osanai is 2nd year already, has been dating around half a year and it's after new years. So more or less a year went by after they split up and started dating others.
I think you are looking too deeply into Kobato and his gf, you have to remember that both of them are obsessed with being normal, that's more or less what the Osanai monologue this episode was about. I think Osanai is being genuine with Urino and that him continuing with the article and actually trying to go after perpetrator would not make him "normal" anymore, it also might be that she knows that he's not capable of solving the mystery.

Kengod episode, he really shines in this arc. With the cross-purposes and motives of the various characters I think it has surpassed Hyouka at this point, although as an anime adaption nothing will ever touch the technical skill in that. The swaps between Kobato and Urino are perfect to carry the momentum forward for these episodes. The first cour was so so but now it's on fire.

This is wrong, When Jogoro was talking to Kengo on the phone, they talked about Osanai interference on the newspaper club and it started before December, when they had the talk about the changes about writing about non-school stuff. So she probably started her plan around the time the first two fire happened.
