Yes and no, here in the south you were DEF an outcast back in the 90s and early 2ks. Anime didn't get popular till around Myspace days then all the tards had to start writing fan fiction about Bleach, Naruto, X-Men and more and it was awful.

Dish had a few channels that did have anime on it with a handful of subbed anime. I can't remember. At least those other channels had good anime VAs and wasn't hot garbage. I can't remember the channel but it's how I found out about Fruits basket

Some titles weren't mainstream but anime was mainstream concept around the late 90's and became completely mainstream in like Tokyopop manga take over era also no shit most TV didn't play sub anime.

Those English translated Shonen jump magazines were incredibly helpful getting me to watch other animes and manga. I found Bleach that way and figured out One Piece wasn't discontinued since 4kids gave me the impression it got canceled. Plus the free Yugioh cards were nice

Toonami was on weekday evenings. At least for what I watched. Maybe it was also on weekends but I don't remember. I watched some Kids WB thing early in the morning before school though. It had things like Monster Rancher, Zoids, CCS, etc.

ABC Family also had nice anime blocks. I watched Zoids a lot before going to elementary school.

You had Japanese bands singing the Teen Titans Op in order to get in on the craze and then a show was made about that band. The Haruhi dance was a viral meme. So was Caramelldansen.
