This is it, exactly. He's mentioned or alluded to this before, but just like how the end of season 1 showed how insane Osanai is, this is probably gonna do the same for Kobato. My theory right now is that for whatever reason, Hisaka either planned or wanted this to happen, maybe to take pressure off the tournament and give him a valid excuse to take it easy for a bit. Specifically aiming to keep his injuries at just sprains/fractures of his hands and arms, just based on the position he used to defend himself, it'd also give credence as to why he'd attempt suicide later. Who knows though.

I'm going to try to predict everything from just this episode. I think the anime wants us to think that Hisaka in some way set the accident up with Fuji, and that's why they're both so hostile. However, I think Hisaka killing himself is a huge detail.
Therefore, I think the conclusion will be that Hisaka did NOT set this up at all; however, Kobato gets carried away and essentially frames Hisaka. This causes Hisaka to kill himself. After graduating, Kobato learns that Hisaka really was a victim. That's why he wants to apologize and why he's torn up by Hisaka's suicide.

If or not he actually framed it is one thing, but I think it's going to be the case that Kobato gives pretty good reasoning that'd lead anyone to believe it was framed, and Hisaka either (potentially) kills himself either due to a), it being framed and the embarrassment and shame from it, or b), not being framed and not having anyone believe him. Considering how he looks when we briefly see him in class, I'm chosing to believe that this was intentional and he wanted out for some reason.
