Horikoshi is only good at writing emotional moments and his art is really good. Hori was also mind-blowingly lucky with MHA

MHA barely ever addresses what it's like to be a normal person in the MHA world.
Every good guy wants to be a hero. That's their dream. And their lifestyle consists of either being a hero if they're adults, or going to school to become a hero if they're kids. And anyone who isn't a pro hero, like the villains and Eri, are extreme outliers.
Vigilantes gives us a glimpse of what it's like for normal people in the fucked up world of quirks where villains are everywhere. One of my favorite subplots is the one with the mantis man and the cat cafe.
tl:dr Hori rushed things
whether it was intentional due to not knowing how to pace the story, an accident of escalating things too much too quickly to keep attention on the series, or incompetence, has been argued back and forth for years
when Deku was learning to not break his body and just going through school, occasionally running into heroes outside of the school and villains, it was genuinely fine
some people will say they found Izuku breaking his body to be boring, but as someone who was there during the early chapters and seasons, people loved seeing Deku break his fingers, then break his broken fingers more to win, he just made too much progress too quickly
then there was the time when he magically unlocked extra quirks and things just took a quick and inevitable downward spiral
if things had been paced better, if we had seen a slow progression through the three school years with a slow build-up of Shiggy Diggy's influence in the background we could have seen a lot more of the world from the grounded perspective of a student like we're seeing in Vigilantes
there was so much potential Hori either didn't want to explore or didn't think to, we could have had Deku meet a quirkless villain or vigilante like Knuckle Duster, he could have made a friend of a young police officer like how Tsukauchi is to All Might, he could have learned that the officer was quirkless too and wanted to be a hero but couldn't and made Deku reflect on how he acted at the beginning of the story
there was so much that Hori simply didn't explore and it left MHA feeling sort of flat, and because such simple ideas expand on the world it's easy for Vigilantes to take advantage of what Hori didn't do

Nah she's not trustworthy. After the stunt she pulled on Koichi if I was him, I'd be forever worried that she's gonna sell me off to a villain for money later down the line.
She was basically condemning the Crawler to police or getting murdered by a villain by revealing his identity.

I'm not a writer, so I know it's rich coming from me, but the whole point is to use different aspects of the world properly
quirkless characters are the ones that could have and should have resonated with Deku, but Hori didn't bother
the whole point of introducing them would be to make it so they're not ultimately pointless, that's what Hori's job was
and the three years of school didn't have to be meandering and plotless, that's when he could have focused on the worldbuilding
instead we got mindless, pointless extra quirks to fill space, and yes, I complain while still watching this show, because I enjoy it for what it could have been, even though I don't always enjoy what it's become
I find Shigaraki to also be a pretty useless villain and quite simplistic compared to Six
I don't really like Stacies personality-wise, so I choose Pop.

My issue with Makoto is that she isn't trustworthy and doesn't think the consequences through. She's the type of person that will enter a villain's domain to get an interview only to end up kidnapped and potentially murdered.
And her attempt to out Koichi as the Crawler would end with him in jail or hunted down by the villains with his life ruined at the very least. She's a shitty person not out of bad will but due to carelessness.
