I'm going with the assumption that the daughter is in her late teens and the mother is in her very late 30's or early 40's.
Despite common logic telling you that the mother of a teenage daughter would be in her 40's on average, due to the coombrained nature of the anime industry, they are usually drawn as visually closer to their 20's (no wrinkles, no spots, no extra weight). Due to this, it could be difficult to tell who is the adult and who is the child - thus, we have to use some visual shorthands to tell who is the older one.
The first method is to make the mother taller. This isn't always the case, but you do see it happen every now and then. Logically speaking, there is no reason a mother should be taller than her fully grown daughter - it's a 50/50 chance based on genetics (and if it's set in a particular period like the 80's, chances are the daughter would be taller), but the daughter is almost always shorter. This is to establish the fact that the mother is an adult - thus, has more social "height." It's the same reason a teenaged male character tends to be shorter than his father, assuming that the father isn't a joke character.
The second way is to make her breasts larger and hips wider, and this is basically the main reason why. This isn't just coombrained (though it certainly is) - it's also because wider hips and larger breasts are associated with adulthood while a more petite figure = child. So despite the label saying she is a 40 year old (which again, logically her breasts should sag and her face should have more wrinkles), the mother ends up looking like a busty (read: fertile) lady in her mid 20's while the daughter looks like a comparatively un-curvy (read: slightly less fertile) teenager.
TL;DR anime "milfs" are drawn like women in their 20's due to coomers, and in order to establish an age-power dynamic, they usually just make the mom more busty than the daughter despite this making no sense in reality.
