Old dubs didn't try to copy the Japanese with English voices, they just did voices that fit in English but once on Youtube like comic dubs got popular with trash like Nyanners (who I mostly blame) everyone started trying to copy the cutesy Japanese voices and I think the studios saw those videos were popular and did the same thing. Look at old Sailor Moon dub voice vs modern, the old one sounds like a goofy cartoon girl like Dee Dee and shit vs the new one sounds like wannabe cute anime trash.

That's what creates the stereotypical "anime dub voice" you see people making fun of so often where everything sounds over acted and over enunciated. The best dubs are the ones that have the VAs speak more naturally in their native language while still capturing the spirit of the original. It's a hard balance to find but they do exist.
